What the analysis establishes

The test applied to every announced site

The extract sets out the three steps that sit between a press release and a first commercial batch, then argues only one of them is binding. Every announced expansion is put to a single test: whether matching, co-located ADC manufacturing hiring can be confirmed at the announced location.
