What the analysis establishes

A labour market that has stopped growing for everyone

The forecast opens by rejecting the growth framing. It sets out why the market has moved into a phase where emerging modalities can only staff themselves by drawing people out of established ones, and identifies the mechanism that makes those moves close to irreversible. It also names the class of constraint it considers binding, which is not capital and not construction.

The pools: eight hubs, three seniority bands

Before modelling any flow, the report sizes the addressable active workforce in eight geographies, split across entry, mid and senior bands, with a competency focus and a maturity classification for each. This is the baseline everything else runs against, and it is what makes the later claims about which hubs cannot absorb another facility testable rather than assertive.

Six modalities, scored function by function

Radiopharmaceuticals, ADCs, cell therapy, bispecifics, gene therapy and standard biologics each get a forecast covering CMC and engineering, quality, commercial and R&D. Four boundary assumptions are declared up front - a named donor pool, seniority-based mobility limits, commuter-belt hub definitions and regulatory inelasticity - so a reader can test the reasoning rather than accept the output. It projects structural constraints and migration dynamics over 24 months, not headcount by company.
